Q1 Report - Services Notice: Updates to ERA Wind-Down

Over the coming months, the largest portion of funds for the EDDP will continue to wind down. As a recap, the EDDP’s largest source of funding comes from federal Emergency Rental Assistance (“ERA”) funds. Locally, these funds have been utilized to provide rental assistance through the CORE 1.0, CORE 2.0, and EDDP programs.

These funds have a final expiration date of September 30th, 2025. As a result, local programs need to be completed wrapped up by this date. To meet these deadlines, the following schedule has been established.

Important Dates for Rental Assistance

March 31st, 2025

  • Deadline for tenants and landlords to complete applications for assistance.
  • Applications submitted after this deadline will continue to be processed as capacity allows.

June 26th, 2025

  • Final payments for back-owed rents will be issued.

July 31st, 2025

  • Final payments for security deposits and first month’s rent will be issued.

August 14th, 2025

  • Final payments for forward rents will be issued.

What Do These Deadlines Mean?
With the March 31st application deadline having passed, our priority continues to be applications that were submitted prior to that date. As of the date of this article, we are still in the process of reviewing applications submitted prior to March 31st. We continue to work on completing applications that were submitted after March 31st, and will process those applications as capacity allows.

For tenants, please continue to watch for updates on your application or requests for additional documents.

For landlords, please note that delayed responses could result in delays in processing applications or a lack of available capacity to complete the application before the deadline. Please continue to check Neighborly frequently for task requests and direct any questions you may have to the staff member assigned to your applications.

What Comes Next?
As the EDDP continues to wind down major federal funding, the community will need to prepare for alternative means of resolving disputes that cause eviction filings. While most cases center on nonpayment of rents, tenants and landlords should prepare to seek alternative sources of financial assistance. The importance of seeking agreements for payment plans will continue to increase as financial assistance resources continue to wind down.

In the coming months, Tenant Resource Center will continue providing updates to parties in court hearings so they have the most up-to-date information on the status of any pending rental assistance applications.
